You've probably heard of the Cheaper Home Batteries Program, promised by the Australian Federal Government, through the Clean Energy Regulator and Department of Climate Change, Energy, Environment and Water.
This nationwide program launches on 1 July 2025 and offers an upfront discount of around 30% on the cost of installing a battery storage system.
It is delivered via an expansion of the Small-scale Renewable Energy Scheme (SRES), with installers creating tradable certificates (STCs) for battery capacity (similar to how solar rebates work).
Who is Eligible for These Solar Rebates and Incentives?
- Small businesses, community organisations, and homeowners. There is no means test or specific business size limit by employees; eligibility is per property (each site with its own meter can claim).
- Battery capacity from 5 kWh to 100 kWh, with rebates capped at 50 kWh of storage.
- NETCC-accredited professionals, such as Quality Energy, must install the batteries.
- Only systems installed and electrically certified on or after 1 July 2025 qualify. (Batteries installed slightly before that date can still claim it if they are not commissioned/turned on until after July 1, 2025.)
- Electric vehicle batteries and chargers are excluded from this scheme.
Indicative Savings When Installing Eligible Battery Storage
- Around $330–$370 rebate per kWh of battery capacity. The exact value fluctuates with the small-scale technology certificate (STC) market. Each year, the value of the STC declines until the program ends in 2030. The sooner you book to install solar battery storage, the better the rebate will be. For example, a 50 kWh battery installation could save businesses approximately $16,500 to $18,500, based on a rebate of around $330–$370 per kWh if claimed this year.

Victoria's Solar For Business Program
Businesses installing a solar system through Quality Energy can access Victoria's Solar for Business Program, which covers up to 50% of installation costs (capped at $3,500, excluding GST).
As of 2025, businesses with less than 50 full-time employees that operate from non-residential premises in Victoria can qualify. Both owners and tenants (with landlord permission) are eligible. A limited number of rebates have been released (a total of 15,000 rebates were allocated over 2021–2024, with periodic release cycles).
Rebates are still available, but businesses are encouraged to apply early due to quota limits.

Could the Victorian Energy Upgrades (VEU) Program Include
Batteries in the Future?
The Victorian Energy Upgrades (VEU) Program is a long-running scheme that provides financial incentives (via certificates) for businesses and households to implement energy-efficient improvements.
While traditionally focused on appliances (such as lighting and HVAC), the Victorian government is expanding its scope to support the integration of electrification and renewable energy.
The Victorian Energy Efficiency Target Amendment (Energy Upgrades for the Future) Bill 2025 was passed in May 2025, extending the VEU program to 2045 (an additional 10 years), laying the groundwork to potentially allow batteries to earn VEECs (Victorian Energy Efficiency Certificates).
At the time of this legislation’s introduction, batteries were not yet directly eligible for VEU incentives. However, a solar battery system is part of the Victorian Government’s broader electrification roadmap. We are watching this space closely; this could signal its future intent to expand financial incentives for businesses investing in batteries.
In the meantime, the VEU program continues to offer incentives for related upgrades (like switching gas equipment to electric, which can complement a solar and battery investment) and thus indirectly supports the business case for going off-grid-ready.
